Tim CulverTimothy Culver leads the retention consulting services of Noel-Levitz, offering counsel to help institutions develop, implement, and evaluate plans for improving persistence, degree completion rates, and enrollment. He has expertise in a wide range of areas of enrollment management, including but not limited to retention planning, Title III and Title V grants, enrollment planning, developmental education, and institutional assessments.

Mr. Culver has consulted with more than 50 four-year and two-year institutions, including Lansing Community College; Dillard University (LA); Dakota State University (SD); Mount Vernon Nazarene University (OH); Sacramento City College (CA); Neumann University (PA); and South Plains College (TX). He has worked with numerous campuses to strengthen their retention initiatives through better planning, such as:

  • Assisting with the development and continuing implementation of Lansing Community College's retention plan, which focuses on improving the persistence and progression of students in developmental education courses, improving advising approaches, and increasing overall fall-to-spring persistence rates.
  • Evaluating the overall enrollment operations at Dillard University and providing leadership to the Noel-Levitz team assigned to help Dillard reach new and continuing student enrollment goals.

Previous campus experience

Mr. Culver has served as director of the Student Success Center at Shawnee State University (OH). He wrote and received federal Title III grants resulting in the implementation of a new instructional support services model at the university. At Shawnee State, he used his passion for teaching as well, designing a curriculum for and teaching developmental mathematics courses.

Associations and education

Mr. Culver has been a member of several national and state organizations including the National Association of Student Personnel Administrators, the National Association for Developmental Education, and the National Academic Advising Association. He holds an MEd from the University of Dayton (OH) and an MBA from Marshall University (WV) and is currently enrolled in a PhD program at Colorado State University.
